How are explosive atmospheres and Ex equipment regulated in the United Arab Emirates?

Short answer

Electrical Ex equipment in the UAE falls under Cabinet Resolution No. 23 of 2016 and MoIAT's ECAS-Ex scheme, usually based on IECEx documents. No federal workplace rule like ATEX 1999/92/EC was found; zoning follows IEC 60079-10-1, client specifications and sector rules.

Electrical equipment for explosive atmospheres in the UAE is a regulated product: it falls under the UAE Regulation for the Control of Electrical Equipment Intended for Use in Potentially Explosive Atmospheres, issued by Cabinet Resolution No. 23 of 2016, and its conformity is shown through ECAS-Ex, run under the Ministry of Industry and Advanced Technology (MoIAT). On the workplace side, no federal rule comparable to the EU ATEX workplace directive 1999/92/EC was found; zoning and protection follow international standards, the general OSH duties and sector rules.

Short answer

  • Products: Cabinet Resolution No. 23 of 2016 and the ECAS-Ex conformity certificate (Emirates Conformity Assessment Scheme for Ex equipment) under MoIAT.
  • Technical basis: MoIAT is the UAE's IECEx member body; ECAS-Ex applications are usually based on IECEx documents: the certificate of conformity, test report (ExTR) and quality assessment report (QAR).
  • Workplace: no federal explosion protection document or zoning regulation was found; employers rely on the general OSH duties, IEC 60079-10-1 zoning, operator specifications and Civil Defence fire rules.
  • Sector rule: Cabinet Resolution No. 15 of 2026 requires industrial gas facilities handling explosive gases to comply with the 2016 Ex regulation.
  • Ambient heat: equipment for Gulf sites often needs a rated ambient temperature above +40 °C, shown on the certificate and marking.

Ex equipment: Cabinet Resolution No. 23 of 2016 and ECAS-Ex

The 2016 regulation brings electrical equipment intended for potentially explosive atmospheres into the national conformity system. Cabinet Resolution No. 15 of 2026 on safety requirements in industrial gas facilities refers to it by name and requires facilities that handle hazardous explosive gases to comply with it. The UAE is an IECEx member country, with MoIAT as the member body, so the IECEx certificate package is the usual technical basis for ECAS-Ex. ECAS-Ex certificates are issued by certification bodies notified by MoIAT and carry a "valid until" date, so track expiry and renew before it lapses; the validity period was not verified on an official MoIAT page for this article.

StepWhat the supplier needs
Technical certificationIECEx certificate of conformity, ExTR and QAR (or as accepted by the scheme)
National conformityECAS-Ex certificate from a certification body notified by MoIAT
Project acceptanceCompliance with the operator's specification: protection concept, gas group, temperature class, ambient range, documentation

Workplace side: zoning and explosion protection

The federal OSH texts do not contain an ATEX-style workplace regulation. Relevant general duties still apply:

  • the employer must provide means of prevention against injury, fire and hazardous substances (Cabinet Resolution No. 1 of 2022, Article 22);
  • the Implementing Regulation lists "a possible source of ignition" as a serious threat that allows a worker to leave without notice (Article 26);
  • fire prevention, detection, alarm and fighting systems must meet Civil Defence requirements, and hazardous substances need prior approval of the competent authority for storage and handling, with measurements compared against safe limits (MOHRE Administrative Decision No. 19 of 2023, Article 4).

In practice, plants classify hazardous areas with IEC 60079-10-1 (gas) and IEC 60079-10-2 (dust), select equipment with the IEC 60079 series, and inspect installations to IEC 60079-17, as required by the operator's specification. In Abu Dhabi the OSHAD-SF framework and the sector regulator may add requirements.

Example: A supplier sells flameproof gas detectors to a new gas-handling plant in Abu Dhabi. It holds an IECEx certificate, ExTR and QAR, applies for the ECAS-Ex certificate through a body notified by MoIAT, and checks that the certificate and marking cover the +55 °C ambient required by the client. The plant owner classifies zones to IEC 60079-10-1 and keeps the Ex register required by its specification.

Common mistakes

  • Shipping with an IECEx certificate only. Equipment in scope also needs the ECAS-Ex certificate.
  • Assuming ATEX workplace duties apply. They are not UAE law, although a client specification may import them.
  • Ignoring the ambient rating. The standard range is -20 to +40 °C unless the certificate states otherwise.
