Short answer

In Egypt a serious accident, or symptoms of an occupational disease, must be notified to the labour directorate within 24 hours (Labour Law 2025, Art. 260), and every work injury must be notified to the National Organisation for Social Insurance immediately.

Report on two tracks. A serious accident, or the appearance of symptoms of an occupational disease, must be notified to the competent labour directorate within 24 hours (Article 260 of the Labour Law issued by Law No. 14 of 2025). Every work injury must also be notified to the National Organisation for Social Insurance (NOSI) immediately, so that the injured worker's benefits can be processed.

Short answer

  • Labour authority: serious accident or occupational disease symptoms, within 24 hours of occurrence, on forms set by ministerial decree (Art. 260). Data also go on the ministry's electronic platform.
  • Social insurance (NOSI): every injury among the employer's workers, immediately ("فور وقوعها"); if the employer fails, the worker or his representatives may notify.
  • Statistics: establishments with 30 or more workers send half-yearly statistics on ordinary and chronic illnesses, serious accidents and injuries, at the latest during the first half of January and of July (Art. 260).
  • Internal: the OSH committee meets within 48 hours of a serious accident or confirmed occupational disease (Decree 134 of 2003); the OSH unit investigates.
  • Major accidents: Decree 211 of 2003 asks for a detailed report to the competent executive bodies analysing causes, losses and lessons.

Step by step after an accident

Animated flow from a serious accident to notification within 24 hours and inspection
After a serious accident in Egypt the employer notifies the labour directorate within 24 hours and the social insurance authority immediately.
  1. Respond. Give first aid (first-aid means are mandatory under Art. 270), call emergency services, make the area safe and stop work if danger remains.
  2. Preserve evidence. The labour inspectorate may photograph, take samples and use instruments to analyse the accident (Art. 257).
  3. Notify the labour directorate within 24 hours if the accident is serious or occupational disease symptoms appear (Art. 260). Use the ministry's form or electronic platform; ask the directorate which channel is current.
  4. Notify NOSI immediately of the injury. For an accident during or because of work, NOSI lists: the injury notification on the prescribed form, approved and stamped; the police report of the accident or a certified copy, or an administrative investigation report if the accident happened inside the workplace; and the initial medical report issued by the Health Insurance Organisation. The employer collects these documents and submits them to the insurance office that holds the worker's file.
  5. Convene the OSH committee within 48 hours for a serious accident or confirmed occupational disease (Decree 134 of 2003, for establishments with 50 or more workers).
  6. Investigate and correct. The OSH unit inspects the scene, writes a technical report on causes and prevention, and the committee's decisions bind the establishment.
  7. Record the case for the half-yearly statistics (30 or more workers).

What counts as "serious" and as a work injury

The Labour Law does not define "serious accident" (حادث جسيم) in Book Four, and we could not find a decree under the 2025 law that does. Treat fatalities, hospitalisations, amputations, fractures, multiple casualties, fires, explosions and toxic releases as serious and report them; if in doubt, report.

For social insurance, the Labour Law adopts the definition of work injury in Law No. 148 of 2019. NOSI lists: an occupational disease in Table 1 of the law, an injury from an accident during or because of work, injury from work-related exhaustion, and an accident while travelling to or from work.

Example: On a construction site a scaffold board fails at 10:00 and a worker breaks a leg. The site manager arranges first aid and an ambulance, secures the scaffold, opens an internal investigation report the same day, notifies NOSI with the notification form and medical report, and notifies the labour directorate before 10:00 the next day. The OSH committee meets within 48 hours.

Penalties for late or missing reports

Breaching Article 260 is punished with a fine of EGP 5,000 to 100,000, doubled for a repeat offence (Art. 296 of the 2025 law). Social insurance consequences for late injury notification are set in Law No. 148 of 2019 and its regulations, which we did not verify in detail.
