What is the Turkish equivalent of the ATEX directives?
Abstract
Türkiye has two regulations: the 2014/34/AB equipment regulation (Official Gazette 30 June 2016, No. 29758, Ministry of Industry) and the workplace regulation on protecting workers from explosive atmospheres (30 April 2013, No. 28633, Ministry of Labour), parallel to 1999/92/EC.
Türkiye has transposed both ATEX directives as two separate regulations. The equipment directive 2014/34/EU corresponds to the Regulation on Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres (Muhtemel Patlayıcı Ortamda Kullanılan Teçhizat ve Koruyucu Sistemler ile İlgili Yönetmelik (2014/34/AB)), published on 30 June 2016. The workplace directive 1999/92/EC corresponds to the Regulation on the Protection of Workers from the Hazards of Explosive Atmospheres (Çalışanların Patlayıcı Ortamların Tehlikelerinden Korunması Hakkında Yönetmelik), published on 30 April 2013.
Short answer
- Product side ("ATEX 114"): regulation 2014/34/AB, Official Gazette (Resmî Gazete) 30 June 2016, No. 29758, amended 27 June 2020; responsible ministry today: Ministry of Industry and Technology. It replaced the earlier regulation based on 94/9/EC (30 December 2006, No. 26392).
- Workplace side ("ATEX 137"): regulation of 30 April 2013, No. 28633, issued by the Ministry of Labour and Social Security under Article 30 of Occupational Health and Safety Law No. 6331, in parallel with Directive 1999/92/EC. It replaced the regulation of 26 December 2003, No. 25328.
- Same technical content: the same essential requirements, equipment groups, categories, conformity procedures and CE marking for products; the same zones, risk assessment and explosion protection document for workplaces.
- Why it matches the EU: under the EU-Türkiye Customs Union the European Commission treats Türkiye as a territory where Directive 2014/34/EU applies; instructions must be in Turkish.

The equipment regulation (2014/34/AB)
The regulation states that it was prepared to align with EU legislation, taking Directive 2014/34/EU into account. It follows the directive's structure: manufacturers must design to the essential health and safety requirements, complete the conformity assessment for the equipment category, draw up the EU declaration of conformity and affix the CE marking before the product is placed on the market. Components receive a written attestation of conformity instead of CE marking, exactly as in the EU.
For an exporter this means one conformity assessment serves both markets. The European Commission's ATEX 2014/34/EU Guidelines (6th edition, January 2026) list Türkiye among the territories where the directive applies through the Customs Union agreement and name Turkish as the required language. Türkiye designates its own conformity assessment bodies, which can act as notified bodies; see Are ATEX certificates from Turkish notified bodies valid in the EU?.
The workplace regulation (1999/92/EC parallel)
The 2013 regulation puts the explosion protection duties on the employer, in the same order of priority as the directive: prevent the formation of explosive atmospheres, otherwise prevent their ignition, and limit the effects of an explosion (Article 5). In particular:
- the employer classifies places where explosive atmospheres may occur according to Annex 1 (zones 0, 1, 2 and 20, 21, 22), applies the minimum requirements of the annexes and places warning signs at entry points (Article 9);
- equipment and protective systems are selected according to the criteria in Annex 3, which link zones to equipment categories;
- the explosion protection document is prepared before work starts and is reviewed and updated after significant changes, extensions or conversions (Article 10);
- equipment produced or used before 26 December 2003 must meet the minimum requirements of Annex 2 (Article 11), and explosion protection documents prepared under the old regulation remain valid (provisional Article 1).
The Ministry of Labour and Social Security has published an implementation guide on the regulation (first issued in 2015, revised in 2024) with checklists for the explosion protection document. Which workplaces must prepare one is covered in Which workplaces in Turkey must prepare an explosion protection document?.
How the names map
| Everyday name | EU instrument | Turkish instrument |
|---|---|---|
| ATEX 114, ATEX product or equipment directive | Directive 2014/34/EU | Equipment regulation (2014/34/AB) |
| ATEX 137, ATEX workplace or user directive | Directive 1999/92/EC | Regulation on the protection of workers from explosive atmospheres |
| Explosion Protection Document (EPD) | Article 8 of 1999/92/EC | Patlamadan korunma dokümanı (PKD), Article 10 |
Example: A German pump manufacturer already sells ATEX category 2 pumps in the EU. To sell the same pumps in Türkiye it needs no new certificate: the existing EU declaration of conformity, CE marking and Ex marking apply, but the instructions must be supplied in Turkish. The Turkish refinery that installs the pumps must still classify its zones, select category 2 or 1 equipment for Zone 1 and record the pumps in its patlamadan korunma dokümanı.
Common mistakes
- Searching for a single "ATEX yönetmeliği". There are two regulations from two ministries; product questions go to one, workplace questions to the other.
- Citing the 2006 equipment regulation. It was repealed when the 2014/34/AB regulation came into force on 30 June 2016; some older guidance documents still refer to it.
- Assuming a Turkish product needs a separate national mark. For Ex equipment the marking is CE plus the Ex marking, as in the EU.
