Short answer

Induction before the contract, workplace instruction every six months (three in harmful or dangerous work), unscheduled instruction after changes or accidents, and a knowledge test at least every three years, yearly in high-hazard jobs, under CM Resolution No. 819 of 2025.

Every worker needs induction instruction before the employment contract is signed, initial workplace instruction before starting, periodic workplace instruction at least every six months (every three months in harmful or dangerous work), unscheduled instruction when something changes, and a knowledge test at least every three years, or every year in high-hazard jobs. The detailed rules are in the training regulation approved by Cabinet of Ministers (CM) Resolution No. 819 of 24 December 2025.

Short answer

  • Law: Labour Code Art. 362 and Law ZRU-410 Art. 25: no one may work without OSH instruction, training and a knowledge check, and the employer must remove anyone who has not had them.
  • Induction: for every new worker, seconded worker, contractor and student on placement, in groups of no more than 12, before the contract or placement starts.
  • Workplace instruction: initial, then periodic every six months, or every three months in harmful or dangerous work; unscheduled after changes, accidents, breaches, new rules or long breaks.
  • High-hazard jobs: initial instruction combined with a work placement (stajirovka) of at least three shifts, and a knowledge check during the first month.
  • Knowledge testing: unit heads, specialists and workers at least every three years; every year in high-hazard production or jobs needing professional selection.
  • Cost: paid by the employer, with average pay kept.

The instruction cycle

TypeWho gives itWhen
Induction (kirish yo'l-yo'rig'i)OSH service or a contracted professional participant, with specialists for fire, electrical or medical topicsBefore the contract, placement or start of contractor work
Initial workplace instructionDirect supervisor (foreman, shift engineer, unit head)Before independent work and on transfer
Periodic workplace instructionDirect supervisorAt least every 6 months; every 3 months in harmful or dangerous work
Unscheduled instructionDirect supervisorNew equipment or process, accident or emergency, new rules, breach of rules, break over 30 days (harmful or dangerous work) or 60 days (other work), one-off tasks, permit-to-work jobs, inspector's order

Induction follows the model programme in the regulation's Annex 1 and is recorded in a register or an electronic program signed through the OneID system. Workplace instruction ends with an oral check; a worker who fails is not allowed to work alone and must repeat it. Workers who do not operate, service, test or repair equipment and do not handle materials may be exempted from workplace instruction by an approved list.

Training and knowledge testing

Each organisation forms a standing examination commission, led by the head or the chief engineer. Its members take a course of at least 36 academic hours with a computer test of at least 30 questions in 60 minutes (pass mark 70 percent), receive a state-format certificate valid for three years and repeat the course every three years. Members must take this course within one month of appointment. Organisations in the lowest (first) hazard class decide on the commission themselves, in agreement with the trade union or other worker representatives.

The commission then trains and tests the unit heads (36-hour programme), and unit heads train specialists and workers (18-hour programme). Periodic testing is at least every three years, or every year for high-hazard production. Unscheduled testing is also needed, for example after a break of more than a year. Test records are kept at least three years in paper form, and instruction and training documents for five years.

OSH specialists, inspectors and trainers complete upskilling of at least 72 academic hours, and persons given OSH duties and elected OSH representatives at least 36 hours, every three years. Electrical, pressure, lifting and similar duties also need the specific training set by the sector rules.

Example: A welder joins a refinery maintenance contractor in Fergana. Before the contract is signed she gets induction in a group of eight. On site her foreman gives initial workplace instruction and a three-shift placement with an experienced welder, and her knowledge is checked within the first month. If the employer classes her welding work in the refinery as dangerous and high-hazard, periodic instruction is due every three months and her knowledge test every year.

Common mistakes

  • Running induction after the contract is signed. The regulation says no contract or placement without it.
  • Applying the six-month interval to dangerous work. Harmful or dangerous work needs instruction every three months.
  • Skipping contractors. Contractor and seconded workers need induction regardless of their experience.
