Short answer

Yes, in Kyrgyz form: Law No. 82 of 2026 and the Labour Code make the "assessment of occupational risks by working conditions" (workplace attestation) an employer duty. Neither sets a repeat interval; confirm the current procedure and review after changes and accidents.

Yes, in the Kyrgyz form. The Law "On Labour Protection" No. 82 of 2026 (Article 19) and the Labour Code (Article 204) require employers to carry out the "assessment of occupational risks by working conditions (workplace attestation)", a documented assessment of the factors at each workplace. Neither text sets how often it must be repeated, so confirm the current procedure with the labour inspection and in any case review it after changes and accidents.

Short answer

  • Legal basis: Law No. 82 of 5 June 2026 defines the assessment of occupational risks by working conditions (оценка профессиональных рисков по условиям труда, also called аттестация рабочих мест) in Article 1 and makes it an employer duty in Article 19, "followed by certification of labour protection work in the organisation". Labour Code Article 204(2)(9) repeats the duty.
  • Content: recording, analysis and overall assessment of all factors of the work environment and work process at a specific workplace that affect health and capacity to work.
  • Purpose: plan health-protection measures and confirm or cancel benefits and compensation for harmful and heavy work.
  • Interval: not set in Law No. 82 or the Labour Code; no current Kyrgyz attestation procedure was found in the official legal database in November 2026. Confirm before planning.
  • Good practice: also keep task-based risk assessments (method statements, job safety analyses) for activities the attestation does not capture.

What the Kyrgyz assessment is, and what it is not

Article 1 of Law No. 82 defines occupational risk as the probability of damage to health, taking into account the severity of the consequences, resulting from unfavourable factors of the work environment and work process. The assessment of occupational risks by working conditions is defined as a system for recording, analysing and comprehensively assessing all such factors at a specific workplace, in order to carry out health-improving measures and to confirm or cancel the right to benefits and compensation for harmful and heavy work.

This is the post-Soviet workplace attestation under a new name. Attestations of this type typically rely on measuring factors such as noise, vibration, dust, chemicals, microclimate and lighting, and on rating the heaviness and intensity of work, against hygienic standards; the result is an assessment of the conditions at each workplace and a plan of measures. In practice the results feed the lists of workers for compulsory medical examinations, PPE issue and compensations such as extra leave or milk.

It differs from the EU and Turkish risk assessment:

AspectKyrgyzstan (attestation)EU / Türkiye risk assessment
Unit assessedWorkplace (job position)Tasks, activities, hazards, groups
FocusMeasurable work-environment factors and compensation rightsAll hazards and risks, including safety and psychosocial
OutputAssessment of conditions, measures, compensationsRisk levels, controls, action plan
RepeatNo interval in the law (confirm the procedure)EU: keep up to date; Türkiye: at least every 2, 4 or 6 years for very hazardous, hazardous and less hazardous workplaces

How to apply it on a project

A sensible approach for a multinational employer is to run both:

  1. Statutory attestation for each permanent workplace, carried out under the applicable Kyrgyz procedure (including any accredited laboratory measurements), with the results kept on file for inspectors and used to set PPE, compensations and medical examination lists. The labour protection service organises it (model regulation of 2004).
  2. Task risk assessments for non-routine and high-risk activities (work at height, confined spaces, lifting, hot work, energy isolation), written to the company's ISO 45001 or EU-style method.

Review both after an accident or occupational disease, after a change of process, equipment or substances, when an inspector orders it, and when new information shows a risk was underestimated.

Example: A mining contractor's crushing plant has a workplace attestation showing noise above the limit at the crusher operator's position. The attestation drives the compensation, the hearing protection issue and the operator's periodic medical examinations; the contractor's own task risk assessment then covers liner changes on the crusher, which involve energy isolation, confined space entry and suspended loads, none of which the attestation addresses in detail.

Common mistakes

  • Assuming no assessment is required because Kyrgyz law does not use the words "risk assessment" in the EU sense.
  • Treating the attestation as complete coverage of safety hazards.
  • Copying a review interval from Russia, Kazakhstan or Türkiye instead of confirming the Kyrgyz procedure.
