How are explosive atmospheres and Ex equipment regulated in Turkmenistan?

Short answer

No ATEX-type law exists. Ex equipment needs Turkmen certificates of conformity (Labour Code Art. 198) via Türkmenstandartlary; on hazardous production facilities the 2017 Industrial Safety Law adds conformity assessment or expertise of devices. EAC alone is not enough.

Turkmenistan has no dedicated law on explosive atmospheres comparable to the EU ATEX directives. Ex equipment is controlled through the general rule that machinery, equipment and PPE, including imported items, must meet labour protection requirements and hold certificates of conformity (Labour Code Article 198(6)), issued under the national certification system run by Türkmenstandartlary. Where the plant is a registered hazardous production facility, the 2017 Industrial Safety Law adds conformity assessment or an industrial safety expertise of the technical devices used there.

Short answer

  • No ATEX equivalent identified: neither a user-side rule like Directive 1999/92/EC nor a product rule like Directive 2014/34/EU exists as a separate Turkmen act that we could find.
  • Certification: equipment, including foreign-made, must have certificates of conformity (Labour Code Article 198(6)); Türkmenstandartlary administers product certification and is also the OSH authority (Article 182).
  • EAC: Turkmenistan is not a member of the Eurasian Economic Union, so an EAC certificate under TR CU 012/2011 has no legal effect there in itself.
  • Hazardous facilities: most sites with flammable gases, liquids or combustible dusts are hazardous production facilities; their technical devices need the conformity assessment set by technical regulation or, failing that, an industrial safety expertise (Industrial Safety Law Article 8).
  • When expertise applies: before first use, at the end of the manufacturer's service life or load cycles, when no service life is documented and the device is over 20 years old, and after design changes or repair following an accident.
  • Area classification standards: not identified in the sources we could open; confirm which national (TDS), interstate (GOST) or IEC standards the authority accepts.

How the rules fit together

Labour Code. Labour protection requirements are binding on design, construction, operation and the design of machines and equipment (Article 180(2)). New or reconstructed facilities may not be built or started without a state expertise of working conditions and the conclusions of the supervisory bodies (Article 198(2) and (3)). Article 198(6) then requires certificates of conformity for machinery, equipment, technological processes, chemicals and protective equipment, including foreign ones, and Article 205 makes the production, advertising and sale of non-compliant industrial products unlawful.

Product certification. According to the US International Trade Administration's country guide (January 2026), Turkmen legislation requires products, including all imports, to be certified, national standards (TDS) often mirror Soviet-era GOST standards, and Turkmenistan has followed the CIS Interstate Council for standardisation, metrology and certification since 1992. In April 2025 a presidential resolution approved the procedure for developing and approving industrial safety norms and rules under Article 4 of the 2017 law.

Industrial Safety Law. Annex 1 classes as hazardous any facility that produces, uses, processes, stores or transports flammable, combustible, oxidising or explosive substances in the quantities of Annex 2, and facilities storing or processing plant raw materials that form explosive dust-air mixtures. The operator must keep technical devices under expertise, diagnostics and testing at the set intervals (Article 10), train and attest workers in industrial safety, and keep control instruments working.

Practical route for an Ex equipment supplier or plant engineer

  1. Check the facility status. Ask the operator whether the site is registered as a hazardous production facility and in which class.
  2. Use international certification as the technical basis. IECEx or ATEX certificates and test reports show what the equipment is; they are the usual starting point, but they do not replace the Turkmen certificate.
  3. Obtain Turkmen conformity certification for each equipment type through Türkmenstandartlary before import or installation.
  4. Plan an industrial safety expertise where no technical regulation sets another form of conformity assessment, and repeat it at end of service life or after modification.
  5. Agree the standards. Confirm in the contract which zone classification and installation standards apply (for example the IEC 60079 series or interstate GOST standards based on it) and get the authority's agreement where the project documentation requires it.
  6. Keep records of certificates, expertise conclusions and inspections for the authority's planned checks (yearly for classes I and II).

Example: A supplier ships gas detectors and Ex d junction boxes with IECEx certificates for a new gas compressor station. The station operator requires Turkmen certificates of conformity before the goods clear customs and plans an industrial safety expertise of the installed devices before start-up. The IECEx documents are used as the evidence for both.

Common mistakes

  • Shipping with an EAC certificate only. It is not a Turkmen approval.
  • Ignoring older equipment. Devices with no documented service life become subject to expertise after 20 years in service.
  • Assuming ATEX zoning documents are mandatory in the EU form. They are a sound engineering basis, but agree the accepted standard with the operator and authority.
